Crosby is accused of actively participating in the gambling commission's work on the eastern Massachusetts casino license after officially recusing himself from the proceedings.

The land, which belonged to Crosby's friend Paul Johnes, is the site of Steve Wynn's planned resort casino in Everett.

Crosby denies any wrongdoing on his part.
