The governor is scheduled to testify on Monday before the Legislature's Transportation Committee, which is considering a bill that Baker filed after a task force report pointed to a "pervasive organizational failure" at the Massachusetts Bay Transportation Authority.
Baker ordered the review after the transit system experienced massive breakdowns during a winter of record-setting snow.
Several key lawmakers have questioned the need for a finance control board, suggesting that Baker could make reforms he's seeking without the new governing structure.
A group of area business leaders planned a news conference on Monday to voice support for the governor's proposals.
