The attorney general's office has concluded that a New Hampshire state trooper was justified in firing at a driver last year on Route 101 in Epping.
Forty-year-old Walter Welch, of Fremont, died Sept. 29, 2017, of gunshot wounds to the head. Foster's Daily Democrat reports Wednesday that the office concluded Welch shot at the trooper before shooting himself in the head and then being shot in the head twice by a trooper.
The attorney general's office found Trooper Kevin Dobson was justified in firing at Welch, although it could not say whether Dobson's bullet killed Welch.
Responding to a call about an erratic driver, Dobson approached Welch's pickup truck, which was stopped on the road. During the encounter, the officer fired his gun. Authorities say Welch had a gun in his hand.
