Authorities previously said the woman may have taken other packages from other homes on Harris and Elms streets.
One woman said the packages that were taken were Christmas gifts for her children.
"I don't know what I'm going to do, it's 10 days before Christmas," said the woman who did not want to be identified.
"We have packages stolen, one or two, but to have it in this amount of volume from one person, it's not common for us," said Webster Police Chief Michael Shaw.
Earlier, commenters on the Webster police Facebook page were identifying a woman as the person in the video, but police indicated the person they were naming wasn't the person stealing packages.
